Similarly, Barber [1983] describes how trust in professions is fostered through "licensing, standard setting, and sanctions for incompetent and immoral behaviour" [p.139]. Their descriptions illustrate well the network of trust which exists when we trust experts. Complete trust in experts presumes that the research and theoretical knowledge that they use is sound, that the members of the institutions which authorize experts are competent and well motivated themselves, and that regulatory bodies set and maintain standards fairly and do not conceal incompetent and immoral behaviour in order to protect members of their own profession.
