We refer to the meeting held on January 14, 2015, which Chevron proposed the plan to modify
the ERCP Flare and Relief System to improve process safety as per industrial standard
requirement (API 520/521).
Chevron conducted an assessment in 2014 to identify any gap on the existing ERCP PSV design
against the industrial standard or practices. The assessment reveals that fifty units of PSVs in the
existing Flare and Relief System require safety improvement according to the industrial standard.
As a result, Chevron proposed a mitigation plan to prevent the unsafe condition due to the
safeguard deficiency in the existing ERCP Flare and Relief System.
The execution plan for safety improvement of the fifty units of PSVs is proposed as below:
Conduct the Flare and Relief System Design Basis discussion session with PTT
Representative(s) within February or March 2015.
Complete all engineering package for gap closure of all fifty units of PSVs within
March 31, 2015.
Purchase long lead items within March 31, 2015.
1st Batch Gap Closure (December 2015): Implement gap closure on High Priorities
10 PSVs that are identified undersized. This modification requires the ERCP
planned shutdown for 10 days, which is tentatively planned in December 2015.
2nd Batch Gap Closure (2016 – 2020): Implement gap closure on piping issues of the
remaining 40 PSVs. The modification period shall be completed within 5 years.
