Framework for Monitoring and Evaluation of Water Resource Management Projects
INTRODUCTION
This document attempts to outline a framework for the monitoring and evaluation (M&E) of water resource management investments in Thailand. At the most general level, it emphasises the use of techniques that support better management practices at each of the design, implementation and post-implementation phases of water resource management investments. It takes an approach that is specifically designed to (i) support better integration of the activities of a number of relatively autonomous RTG government agencies at various levels, and (ii) to strengthen understanding of what impacts are actually achieved by the investments that are made in the sector.
Some principles for developing results frameworks at the sector level are then described. Here the emphasis is on trying to integrate the work of various RTG agencies active in different sub-sectors in one management framework, showing how individually and collectively they contribute to the achievement of expected results.
