Regarding safety requirement, the following descriptions relevant to control systems
of hydrogen generation plant shall include in the system design manual for hydrogen
generation system :
1) The hydrogen generation plant shall be equipped with a control system that is
designed and constructed so that the hydrogen generation plant is safe and
reliable, and will prevent a dangerous condition from occurring.
2) The manufacturer shall perform a safety analysis to identify failures that can
affect the system performance and/or safety. The safety analysis shall provide
the basis to set the protection parameters required for the functionality of the
safety control circuits.
3) The response time and accuracy of the instruments used for the detection and
the actuation of a control shall be accounted for in the safety analysis.
4) The hydrogen generation plant shall be designed such that the single failure of
a safety control circuit component shall not cascade into a hazardous situation.
To prevent cascade failure, the following shall include but are not limited to :
‐ Protective devices in the machine (e.g. interlocking guards, trip devices)
‐ Protective interlocking of the electrical circuit
‐ Use of proven techniques and components
‐ Provision of partial or complete redundancy or diversity
‐ Provision for functional tests.
5) The control system shall incorporate safety devices and, where appropriate,
monitoring devices such as indicators and/or alarms which enable and provide
information for appropriate action to be taken to keep the hydrogen
generation plant operating within allowable limits.
6) If the manufacturer’s safety analysis determines that hydrogen in air, hydrogen
in oxygen or oxygen in hydrogen combustible gas mixture hazards require and
emergency stop function, then the emergency stop shall be initated when the
maximum volume fraction of 1% hydrogen in air, 2% hydrogen in oxygen or
1.6% oxygen in hydrogen is exceeded. The response time and accuracy of the
instruments used for detection and actuation of a control shall be accounted
for in the safety analysis.
