FMPs are the means by which Turkish forest resources are controlled. FMPs are directly submitted to FEs for implementation by Forest Management Committees (FMCs), which are centralized in the GDF Main Service units. Although, in past years, the administration of these FMCs has been outsourced to the private sector and, thus, privatized, the FMPs have always been carried out in accordance with the topographical characteristics of the forest resources for a given FE. In this way, each FE administrator, under the control of the FMC, albeit privatized, can still, for example, apply the timing of silvicultural interventions in accordance with both the FMP and actual land features. In this way, the FE performs the implementation step for the management of forest resources, but not the decision-making step. It can be easily seen, then that, while FEs are transformed into localized implementing entities, the actual management of Turkish forestry, in terms of both decision-making and policy, remains under the control of the FMC and thus centralized.
