Formalising informal land transactions and development is a daunting effort but technically, economically and politically inevitable if the transition from bureaucratic land delivery to marketled land supply is to be smooth, and most importantly, if the transformation process is to be supported from below. In other words, these reform processes have to be based on the realities existing in the local environment. Needless to caution that the public intervention process has to be diligently administered lest the land markets go underground or fuel speculation in land.
