According to Unesco, in the late 1970s the growth of new technology seemed like a
panacea for many nagging domestic problems. But the growth of ICT networks alone
will not be able to lay the foundation for the knowledge society. While information is a
knowledge-generating tool, it is not knowledge itself. There is still a long way to go to
achieve genuine knowledge societies. The question is whether the knowledge society
will be based on knowledge-sharing for all or on partition of knowledge? Will division
and schisms emerge between North and South, and within each society? The closing of
the digital divide is not enough to close the knowledge divide. It is not only about
connectivity but also about content and education[3].
