Agenda Setting is the process by which ideas or issues bubble up through the varioue political channels to wind up for consideration by a political institution such as a legislature or court. We have already mentioned the two greatest sources of agenda items-the executive and the legislators. Their constituents expect that they will seek the enactment into law of the policies that they advocated in their campaigns for elective office. Additionally, the administrative agencies of a government often generate legislative proposals. Sometimes, these are incorporated into executive’s legislative recommendations.
