Regarding the project success, Hatush and
Skitmore (1997) asserted time, cost and quality as the most
predominate success factors depicting performance in projects.
Assuming that the design is complete, if the contractor complies
with the time, cost and quality specifications as per the tender
documentation, the project is deemed successful. Identification
of the observed variables for a precise measurement of each of
the latent variables was the next critical step in the model
construct. The measured or observed variables of these factors
are identified by searching domain knowledge in the published
literature (Doloi, 2009; Kumaraswamy and Matthews, 2000;
Hatush and Skitmore, 1997; Okoroh and Torrance, 1999;
Palaneeswaran and Kumaraswamy, 2000). The following
section discusses the theoretical framework of the structural
model, rationales of each factor associated with the contractor
selection process and the underlying research hypotheses.
