Ideological emancipation, institutional reform and development policy‟s innovation
have brought along sustained and rapid economic growth, creating a favorable
macro-environment for large-scale poverty reduction. In this process, the
Government of China clearly recognized that the economic growth can not benefit
all people automatically and the generalized preferential policy measures cannot
solve all poverty-related problems, and therefore carried out special poverty
alleviation programs targeting at poor population, the efforts finally shaped a
development-oriented poverty alleviation mode in line with the context of China. The
core of the mode is emancipating mind, reforming and opening up, leading by
government, social participation, self-reliance, development-oriented poverty
alleviation and all-round development.
