The PMS should be designed to allow testing at site without
risk to the power system. One means of achieving this is to
provide a gain for each function. When the gain is 0%, the
PMS will not send any control signals but the commissioning
engineer can check that the signal that the PMS would have
sent is correct or not. After validation of the function at 0 %
gain, the gain is slowly increased and the functions checked.
When all checking has been done and the coefficients and
dead bands optimized, the gain will be at 100 % and the PMS
fully operational.
