The participants in Paklong wanted their community to be a “Developed Village” officially approved by the district administration. In this case, the criteria for the improvement highly considers socio-economic and physical aspects rather than natural resources. It includes having strong village leadership, good political awareness and respect for the law, gender balance, completion of primary school, awarded healthcare model, free of crimes and/or drugs, developed household covers 85%, having permanent domicile and stable living places, accesses to good road, electricity and other village facilities, etc. However, they claimed that community forest must be conserved. They also implied that they would not like to continue shifting cultivation but rather to cash cropping, in particular tea plantation, and industrial trees such as teak and oil tree.
