The program was developed in three phases. In Phase I, DGNRER installed 100
demonstration units of Chinese fixed-doom design on grant-basis. During Phase II, the
cost of the biogas plant was shared between the beneficiaries and the government and in
Phase III, government withdrew the financial support; however, free of cost technical
support remained but not on persistent basis. This program practically failed due to the
following reasons [14]:

Lack of awareness raising and experience sharing
High cost of the technology
Lack of motivation and incentives
Inadequate demonstration
