Major sources of internal imbalance:
1) Confusion over major goals by leaders in influential positions
2) Ambiguities spring from a situation wherein changes in goals, structure, and subsystems are made periodically over time, but without the benefit of a conceptual overview for a comprehensive reappraisal
3) Unwanted conflicts often erupt because of divergences between leaders’ needs and those of their organizations
4) When directives are introduced by specialized staffs but fulfilled by operating line units conflicts often occur
5) Organizations do develop “minor cults” and “major religions”. The problem is that most ideas and behavior become inappropriate as operations are adjusted to meet changing demands
