If we would only focus on IT blocking, we notice that MaxDCUtil/MinDCUtil have 8% and 4% less IT blocking than Closest scheduling respectively. On the other hand, Closest still tries to minimize network blocking and consequently the total blocking is still less: there is a difference between MaxDCUtil/MinDCUtil and Closest in network blocking of about 9% and 6% respectively. So the performance gain in IT blocking from MaxDCUtil/MinDCUtil is neutralized by the difference in network blocking from Closest.
