Each governor (or mayor when a city is created) is appointed by the President on the
recommendation of the Prime Minister for a five year term. Two terms in the same place are
permitted. All governors report directly to the Prime Minister as party representatives. The
local divisions of the line ministries and ministry-equivalent agencies are part of the
organisational structure of the provincial or city administration. The role of these local
divisions is to act as the secretariat to the ministries and ministry-equivalent agencies and to
the province or city by managing the activities of the concerned sectors.
