Thanks for the meeting with me yesterday, the following was discussed during our meeting, please review and add on some issue that I may missed out
• Permanent key positions (master, C/O, C/E, 2/E)… Confirmed that as per the BIMCO Contract with SC Group, all top four positions, their CVs need to get MPTL approval before they join the vessel
• Require offshore experiences… All key positions shall have offshore experiences as per MOG section 5
• On board working duration…
o For supply vessels, officer and engineer contract about three months, all other rating four months
o For accommodation vessel, all personnel contract 45 days, MPTL recommend that top four positions shall attend HUET course so that they can do crew change via helicopter once 45 days contract ended. Other crew can do crew change by boat. The accommodation is subjected to made port call every three months
o For future crew boat (if SC get the contract), we suggest two months for all crews, please advise your thought
• Crew training i.e. rigging and slinging course, MPTL Safety Culture, Ship Handling Skills (simulator?) etc.
o SC to provide rigging and slinging course for all deck crews, course shall be review and approve by HSSE
o SC to seek for facility that able to provide ship handling simulator, MPTL shall require such training for master/ chief office and further to navigating officer
• SSE (Short Service Employee)… SC shall address SSE (one who have no/ not enough offshore experience, come up with SSE procedure and submit to MPTL , agree percentage of SSE shall be review under year 2015 performance agreement
• English Proficiency (TOEIC)… require master and chief office to pass 550 score as minimum
• AOB (fuel saving and controlling agreement)… SC shall have solid technical controlling/ monitoring and communicate to the vessel on MPTL fuel control procedure
