Depending on the tourism development initiatives, there are various
stakeholder dyads that must be examined for congruency. These
might include the governmentresident dyad, the governmenttourism
business dyad, the residenttourist dyad, the touristbusiness
dyad, and the businessresident dyad. While the Gronroos approach
was originally applied to the buyerseller dyad, it can and should be
easily extended to all potential dyads in the industry. Planners should
strive to encourage congruency of strategic orientation across alldyads, thus promoting co-operation in the planning and implementation
process. For example, using Figure 2 as a guide, planners should
seek to maximize the number of stakeholder interactions that fall
into either quadrant I or III.
