In fact, Baumgartner and Jones's analyses are based in part off Kingdon's original research on agenda setting.
How a policy is defined and how it is perceived by the public and policymakers ultimately determines whether the policy will receive positive or negative feedback.
Kingdon has also agreed that Lindblom's incrementalist approach is incomplete.
And, like Heclo and Sabatier, Kingdon has asserted that actors both inside and outside of government are important to understanding the policy process and policy change. Kingdon,
however, took a different approach to agenda setting.
Beyond providing evidence of rapid policy change, Kingdon identified what components are necessary for such change to take place.
