I heard the amount of rain is huge

I heard the amount of rain is huge there. Is it right?
here..here...I really don't like recetly weather.
Here it's warm and hot at 11am~4pm but cold at other time.
It's great temperature difference between day and night.
When i go out if i wear short sleeve it's really cold at night
then if i wear long sleeve it's really hot at day
SO I don't know what clothes should i wear
