According to the guidelines, S&P would now consider such factors as the prospects for customer and sales growth, revenue vulnerabilities and dependencies, rates by consumer class relative to competing utilities, adequacy of baseload and peaking capacity, fuel diversity, regulatory environment, and management’s financial goals.
