There is a long way to go in making quality child care more affordable and more accessible, not just in the United States, but throughout the world. Government day care facilities in Mexico have lengthy waiting lists. In an attempt to reduce government spending, France is considering cutting back the budgets of subsidized nurseries, even though waiting lists already exist and the French public heartily disapproves of any cutbacks(L. King 1998: Simons 1997 Women's International Network 1995).
Experts in child development view such reports as a vivid reminder of the need for greater governmental and private-sector support for child care. Edward Zigler, director of the Bush Center on Child Development at Yale University, concludes, "It's not just that we're not doing anything. It's that we're perfectly satisfied in this country to every day put children in settings that compromise their growth and development. It's a tragedy, and the cost to this country is going to be immense" (Baker 1994:26).
