its importance as a criterion of effectiveness of the EIA system because
of its valuable attributes — quantifiability with descriptive statistics
and understandability to involved parties. Moreover, it is questionable
whether efforts in achieving indirect and difficult to quantify goals,
like promoting cooperation, educating public and authorities, and
promoting sustainable development, can ever fully substitute shortfalls
in achieving the primary substantive purpose of EIA. After all,
there are good examples of implementation of rational decision
making into policy, e.g., Analytical Hierarchy Procedure in US policy
options regarding China (Saaty, 2005). In view of this, interpretation
of rational and political decision making as mutually excluding each
other seems to be a bit too extreme.
