This paperdescribesastochasticshortseashippingproblemwhereacompanyisresponsibleforboth
the distributionofoilproductsbetweenislandsandtheinventorymanagementofthoseproductsat
consumption storagetankslocatedatports.Ingeneral,shiproutingandschedulingisassociatedwith
uncertainty inweatherconditionsandunpredictablewaitingtimesatports.Inthiswork,bothsailing
times andporttimesareconsideredtobestochasticparameters.Atwo-stagestochasticprogramming
model withrecourseispresentedwherethe first stageconsistsofrouting,loadingandunloading
decisions, andthesecondstageconsistsofschedulingandinventorydecisions.Themodelissolvedusing
a decompositionapproachsimilartoanL-shapedalgorithmwhereoptimalitycutsareadded
dynamically,andthissolutionprocessisembeddedwithinthesampleaverageapproximationmethod.
A computationalstudybasedonreal-worldinstancesispresented.
