This announcement is not very clear that who should be the one who report and whether 100 kg is the aggregated amount or per one time. In my opinion, I think the duty should be with the “Seller” who sends the product to MPM. If you can’t contact the Ministry of Justice for clarification, please recheck with the vendor as they might have to be complied with this announcement.

I hereby attached the main regulation to this announcement. From the regulation, the intention is to control import/export/transfer/transport/produce and sell.
