I. INTRODUCTION
Currently, international science and technology exchange
and cooperation is undoubtedly one of the important factors to
promote the realization of the UN Millennium goals.
International science and technical assistance is a series of aid
activities given by governments and other agencies to support
the economic, environmental, and social development of
developing countries via the science and technology
cooperation. Nowadays, most official assistance investments
are from the members of the Development Assistance
Committee (DAC). However, under the South-South
Cooperation and related frameworks, emerging economies
start to execute a series of aid programs and projects for other
developing countries [1], they provided international
assistance in more lean forms such as undertaking complete
projects, dispatching medical teams and volunteers, offering
emergency humanitarian aid and so on[2] .
Science and technology aid can be provided through
human resources development and technical cooperation to
help developing countries building their own professional
talent-teams. It is distinguished on alleviating poverty by
enhancing their capacity for independent development in the
