Organizational Effectiveness Checklist
The Organizational Effectiveness Checklist (OEC) is a tool for professional evaluators, organizational consultants, and management practitioners to use when designing or conducting an evaluation of organizational performance. The OEC frames the assessment of organizational performance by considering the organization as a whole. That is, the focus of the OEC is not on a specific program or initiative of an organization; the focus is on the organization itself.
The OEC is grounded in the open-rational system perspective and assumes organizations are deliberately structured to fulfill a specific purpose. Inherent in the model is the assumption that organizations are purposeful, that system boundaries can be identified, and that the general criteria of merit are applicable across organizations. Although the basic framework of the OEC is intended be applied to nearly all organizations, the specific performance measures used may differ according to the organization type (e.g., for-profit or nonprofit), purpose, or other contextual matters. Other characteristics of the OEC include its temporal relevance (i.e., balancing short-run considerations with long-run interests), ability to deal with conflicting criteria, practical versus theoretical significance, and modest usage of organizational goals.
