Erlandsson (2005) distinguishes critical factors for cluster development which include : leadership and communucative skills, process management ability facilitators , comprehensive development strategy,trust in the clustering process and benefits of cooperation, shared vision of the benefits of regional economic development, and good relation between local government, businesses, and research and development institutions. Pasieczny(2006) presents endogenous and exogenous factors determining the clustering process and formation of clustes. Endogenous factors include the emergence of cluster results from historically shaped factors, conducive to the development of certain activities in a given area.
