In Canada, the Canadian Environmental Assessment Agency (CEAA)
reviews the EIA reports and delivers its opinions, upon requests from
local government (Noble, 2004; MOE, 2004). The CEAA provides institutional
support to local government, such as preparing guidelines.
Likewise, the Environmental Protection Agency (EPA) in the US provides
local government with guidelines and consultations on projects based
on the requests of local government (Glasson et al., 2005). Cases in other
countries suggest that Korea needs to change its current operation of
EIA at the central and local levels of government (Sung, 2003b).
