From what I see, the problem is not the weight of the cargo but the weight balance of the container.
I don't think whether shipping company accept this cargo or not is a big issue. Furthermore, cgnee side already has a shipping contract (S/C) so booking for a space won't be a problem.
The problem is the container's balance.
For example, No. 48 and No. 51 coils are vanning together onto a same container. When crane lift the cntr, the cntr will shift towards the heavier cargo (No. 51) and capsize.
Other than that, 21 tons (heaviest container, Item No. 48 and No 51) will not be an issue.
We have experienced 20' container shipments up to 25 tons.
I will see if shipping company has any securing manual for heavy coil vanning but unfortunately, I expect that they do not such manual.
