While basic primary education is an important stepping stone for poorer countries to acquire the capabilities required to bring large segments of their population out of poverty (Lutzet al.2008),soundsecondaryeducationis shown to be significant for reaping health and demographic benefits; while tertiary enrolmenthasbeenshowntobelinkedsignificantly to democratisation and technological advancement (Hannum and Buchmann 2005). As India’s education system develops, it is crucial to move quickly to the next stage of targeting quality secondary education and vocational training while providing second chances at acquiring basic literacy and numeracy for those who failed to achieve these in poor quality primary schools.
