The Ministry of Industry is a vertical organization that rests on the large mass of Cuba’s working population. I say ‘vertical’ because this kind of organization necessarily implies the existence of a centralized leadership in charge of decision-making. It must also be profoundly democratic, however, because that is the only way of taking the plans to the masses, of having them discussed by the masses, approved by the masses, and having the participation of the masses in the elaboration and guidance of the plan.
