Create a positive English culture that recognizes and rewards language pursuit. Recognize English development achievements publicly as a form of positive reinforcement and motivation for “most frequent user” of a program (with login to trace user time), extra money (bonus) for passing English exams or certificates. Promote access to online courses which provide a completion or skill certificate (e.g. coffee hours, presence in faculty offices where all faculty must see them), and “share” or introduce foreign instructors to other faculty with no foreigners.
