Ref. [10] presented the traffic congestion periods of the Internet in terms of the packet delay time (msec) instead of the bit per second (bps). To do this, a special ping program by using the perl programming for testing is built for observing the internet traffic of three internet operators: TOT, 3BB, and TRUE. They are big network operators in Thailand. The performance comparison of three operators was proposed. Ping packets with 100 bytes using the special program were sent continuously from three Ubuntu Linux computers located in Nonthaburi province to the same domestic web server (203.151.206.73) via three Internet operators for one week. From experimental result, it is found that the traffic congestion of three Internet providers is opposite in some periods. Therefore, Intelligent Traffic Engineering (TE) e.g., the load balancer can take advantage from these different traffic characteristics in order to avoid the congestion path.
