The Thai Deputy Prime Minister and Minister of Commerce Kittiratt Na-Ranong met with Mr Groser in Honolulu on 12 November 2011 to carry out a general review of the New Zealand-Thailand Closer Economic Partnership Agreement (CEP) which entered into force on 1 July 2005. 

Ministers endorsed the findings of a Joint Report which looked at the implementation, operation and impact of the CEP from 2005 to 2010 to assess the extent to which CEP implementation and mechanisms are serving the objectives of the CEP and the extent to which the CEP has facilitated the expansion of trade and investment.   The report also considered the need for further implementation or cooperation measures, and/or changes to the CEP to enhance the achievement of objectives.

รัฐมนตรีเห็นชอบผลการประชุมรายงานซึ่งดู หลักสูตรการดำเนินการและผลกระทบของเซปจาก 2548 ถึง 2553 ประเมินขอบเขตที่การเซปและกลไกจะให้บริการวัตถุประสงค์ของเซปและขอบเขตที่เซปมีความสะดวกในการขยายการค้าและการลงทุน   รายงานยังถือว่าต้องปฏิบัติเพิ่มเติม หรือมาตรการความร่วมมือ และ / หรือการเปลี่ยนแปลงไปยังเซปให้บรรลุวัตถุประสงค์ .
