There’s widespread agreement that a wakeboarding park could be a valuable addition to Chesterfield County’s recreational resources, but it will need to find a different location than the one a local businessman has proposed.
The Board of Supervisors last week voted unanimously to reject entrepreneur Douglas Hackman’s application to build a water sports and event park with retail sales, restaurants and a hotel on his property at 5921 Newbys Bridge Road.
Board members, like the Planning Commission last month, acknowledged that the project could be valuable in drawing tourists, creating jobs and providing recreational activities for county residents. But they said the proposed location is simply wrong for the project.
“This project is an excellent one for families and our county,” said Jim Holland, the supervisor who represents the Dale District where the park is proposed. “However, the question is, Where is the best location?”
For almost all of the neighboring residents who spoke during last week’s public hearing on the case, the answer to that question was clearly, “Not here.”
“It’s not a bad idea, it’s just inappropriate for the area,” said Ned Gilliland, who lives across the street from the proposed location and was one of 10 nearby residents who spoke against the plan. All told, 35 people voiced their opinions during the hearing.
Gilliland repeated one objection that several residents had raised: Because the project wouldn’t be connected to the county water system, at least during its initial stages, it would rely on rainwater to keep its roughly 10-acre wake-boarding pond filled.
Gilliland and other neighbors were skeptical that rainfall would be sufficient to maintain the pond’s level, in light of the repeated droughts the county has suffered in recent years. He argued that Hackman would have to draw on well water to make up the deficit and that “everyone’s wells will dry up” as a result.
Dorothy Smith, who also lives across the street from Hackman’s property, said the park “will be disturbing the peace of 25 families,” many of whom have lived in the neighborhood for decades.
Opponents also raised traffic and noise concerns.
The hearing also showed that the park can draw people from outside the county, with at least three of the project’s supporters at the meeting acknowledging that they live in Powhatan County or Richmond.
Supporters argued that the value of the park in attracting tourists and giving residents a new recreational option outweighed concerns about the water supply and the impact on the neighborhood.
However, Holland said the concerns over the water issue and traffic were justified. In particular, he said, Newbys Bridge Road is already dangerous, as he was forcefully reminded last winter when a vehicle ran headon into his car while he was driving on that road during a snowstorm.
While acknowledging the benefits of the park, Bermuda District Supervisor and board chairwoman Dorothy Jaeckle said the proposed location was unsuitable. She suggested the former Moore’s Lake site off Jefferson Davis Highway near Chester as a better option.
