4. WORKS MANAGEMENT
4.1 Planning of Works
4.1.1 The Concessionaire shall develop and implement processes and procedures to support the MSP and assess, plan and implement the Levels of Maintenance and additional Maintenance activities when instructed or requested (if appropriate) by MRTA as referred to in paragraph 3.4 above required to be carried out by the Concessionaire in accordance with the approved Preventative Maintenance Schedules proposed by the Concessionaire and approved by the MRTA.
4.2 Management of Sub-contracts
4.2.1 The Concessionaire shall develop a procedure for the appointment and management of its maintenance sub-contractors. The procedure shall address the following:
(a) A requirement to use reasonable endeavours to obtain demonstration of compliance by the sub-contractor with current legislative requirements;
(b) The sub-contractor's safety record both historical in relation to carrying out similar tasks and safety performance during the term of the works;
(c) The sub-contractor's general (historic) performance record and references from other similar contracts;
(d) Routine assessment of the competence of staff being employed;
(e) That the sub-contractor can demonstrate sufficient previous experience in the field in which it is being employed;
(f) That rules governing maximum shift lengths and minimum rest periods between work shifts are being adhered to;
(g) The sub-contractor's insurance arrangements;
(h) The sub-contractor's method statements for the proposed task;
(i) The sub-contractor's risk assessments for the proposed task; and
(j) Arrangements for audits and spot checks to be completed by the Concessionaire.
