New public management
With the state, the civil society, and the market, there are three forces that put pressure
on the activities and outcome of libraries (Pors and Johannsen, 2003). Therefore a
library has to be efficient, effective, and competitive.
To be able to manage a library under these conditions, and because of the
governments’ policy to implement the new public management in their local
government and thus in libraries, there are new tasks and challenges for German
libraries.
The new public management has consequences for the following different aspects of
library management:
. organizational structure;
. management;
. leadership;
. customer-relationship;
. benchmarking; and
. cooperation (Zielinski, 2003; Jann, 2005).
