Besides using governance in a very loose way the concept of governance has recently been taken up as the basis for more elaborate theorizing. The first by the World Bank introduced the term "good governance", which has now been followed up by literature in developmental studies. For the World Bank and the developmental literature, the governance concept is the essence of broadening its traditional technical capacity-building scope to a base in which there is room for civil society and participation as well. Building a pluralist institutional structure (creating an enabling environment) can be seen as one of the key contributions to this shift in the World Bank's policy approach. In the context of this new approach some quite interesting conceptual developments on governance take place.
