I said in 4.1 that the democratic principles of liberty and equality do not apply solely to the organization of the state,and this is true likewise of the democratic procedures that give expression to the principles. Both the ideas and the procedures of democracy are applied to communities and associations other than the State and to the relations between States. Democratic notions appear especially in the legal aspects of international relations 'Democratic ideals' in the relations between States owe something to the analogy of democracy within the State itself, and something to analogy from non-political communities, notably the family.
