Abstract: For population units arranged in a single or multiple dimensions, several estimators have been developed to estimate the
population parameter when the population size is a multiple of sample size. Only limited numbers of estimators have been introduced
to estimate population parameter when the population size is not a multiple of sample size. Also, there are few estimators that have
been introduced for unequal multi-dimensional populations. To resolve these matters, a design called multi-circular systematic
sampling for an unequal multi-dimensional population when N1 ≠ n1k1
