traditionallyplayedonlyamarginalroleintransportation decision-making,suchasthoseregardinginvestment
in anewinfrastructureproject.Considerationsofjustice stresstheplightofdisadvantagedpopulationsandthus
aimtofurtherequalitybetweengroupsandindividuals,especiallyequalityofopportunitiesandmobility.But
howcansuchconsiderationsbederivedfromtheoriesofjusticeandfairnessinwaysthatmakethemapplicable
to real-worldsituations?Inthisarticleweofferanewframeworkforincorporatingjusticeconsiderationsinto
decision-makingassociationwithtransportserviceprovision.Ouranalyticframeworkisbasedonthecap-
abilitiesapproachdevelopedbySenandNussbaum.Afterexplainingtheessenceofthisapproach,weshowhow
transportationallocationcriteriacanbederivedandthen incorporatedintodefactodecision-making.Finally,we
provideareal-worldexampleoftheimplementationofthis approachintheprovisionoftransportationservices.
