Internet access which runs on the applications layer used
today is one of the factors that contributed to high bandwidth
used[3]. Http and https protocols are those most internet
applications used in a network either in data or video. One
resource management called scheduling methods for
applications layer management is one task to control internet
access on bandwidth used [4]. These restrictions could block
access for certain types of internet sites, some authentication,
filtering mechanism or login access controls. This method
enables and provides better traffic management that travelled
from inbound or outbound through the network which
increased employee’s productivity and reduced legal liability
associated with undesirable Internet content [5, 6]. Many
tools or box can be implemented in running the internet
filtering management in data collections which is based on
routing layer protocol or application layer protocol [7]. But
how it is being configured and implemented differs from
each other where difference network infrastructure may need
a different framework implementation. It would depend on
many factors example like number of users, network
structure, network routing, implemented policies and others.
Bandwidth management is a process of allocating
bandwidth resources to critical applications on a network.
Without bandwidth management, any application or users
can take control of all available bandwidth and prevent
others from using the network [8]. Network traffic is one the
main source to be managed in order to control the bandwidth
used in a network. Applications layer like http and https is
the most traffic utilizations today where many new
applications which run online support with a comprehensive
protocols. Thus this factor contributes to the growth of
bandwidth used by the users on the network [2]. Applications

of traffic priority or filtered has to be planned for a fair used

require a specific quantity and quality of service (QoS) that
cannot be predicted in terms of available bandwidth. These
reasons make some important applications run poorly and the
