IT governance framework that is based on IT service management approach [10]. Nevertheless, this framework cannot be completely adopted for deploying SOA, but it supports the design of a governance model for SOA, and provides some guidance for SOA governance frameworks [3]. Therefore, we have considered COBIT in our comparison to see whether it supports the SOA governance elements or not. The comparison criteria are elements introduced in previous section. The results of these comparisons have been presented in Table II. Our analysis shows that the frameworks proposed by Software AG and ORACLE are the most comprehensive ones, and address most of the elements in detail. However, Software AG is not deep in service portfolio management and governance performance assessment metrics. ORACLE and CDBI-SAE have defined a SOA roadmap using a maturity model. Also ORACLE has focused on different domains of policies and governance but little attention has been paid to the roles and responsibilities. SOA strategy and service definition approaches are critical subjects of an appropriate SOA model that are not addressed in detail in these frameworks except the framework that has been proposed by Bieberstein. Service portfolio management is addressed in almost all frameworks but some aspects such as service portfolio planning, service funding and service identification are not completely addressed. For example, ORACLE uses service portfolio as a key point of policies, but it does not focus on definition of services and managing services changes.
The key feature of Bieberstein model is SOA technical governance. This element defines how to produce the
services from business processes in different levels of
granularity. Performance metrics and policy checkpoints are not included in detail and service lifecycle is not defined in this framework. WebMethods has focused on policies of
government lifecycle. But, maturity assessment, SOA
