The first key challenge is at the technical level. It refers to the lack of resources needed in urban development, such lack of capacity finances, skills, as technology, and so forth. The transformations which are driven by economic growth often cause growing disassociation between economic and social standards(Mishra 1998, p. 484), and a declining concern for environmental degradation. The lack of capacity of skills and technology to manage urban finance efficiently has also led to deterioration in environmental qualities, a low quality of urban infrastructure and public services, a housing backlog, diminishing social capital within communities.
