The benefits to be derived from having a large administrative unit were graphically outlined by Gulick from the experience in New York public schools during the past twenty years since the first central rural schools were established. He gave definite reasons and ample evidence showing that all citizens benefit by the large unit of administration: (1) the children who go to school; (2) the teachers; (3) the taxpayers; (4) the community; (5) the school board and other school officials such as the district superintendent; and (6) the State Department of Education.
