Second, existing literature in networked management is mostly advanced from the
experiences of developed societies. It is questionable whether the networked approach prevails
in a nation with different governance structures. As argued by Bogason and Musso
(2006, 15), ‘‘there is no reason to believe that network governance has the same consequences
in all nations and within all policy fields. One has to take various political and
administrative cultures into account.’’ Thus, the experience of Thailand will advance
our understanding of network theories from a comparative perspective as advocated by
O’Toole (1997).
