Despite this preoccupation with political matters, each party developed a platform, but these were even less well articulated than they had been before March election. Top of the list for Chuan Leekpai and the Democrats was solving problems of public confidence in politicians and the "stability" of the system, and in continuing reforms in the military structure. On the economic front, he saw a greater need to take environmental and social factors into account in development, and to decentralise development and industries into the provinces and rural areas. The Democrats were not above pork barrelling, incorporating the Southern Seaboard development scheme into their economic platform. In the far South too, the Democrats paid more attention to the Muslim electors, most of whom had cast ballots for New Aspiration and Samakkhi Tham candidates in the March election. To win this vote back, 60,000 copies of a leaflet detailing the Party's achievements for the Muslim community were distributed.
