But short of successful UN reform, multilateral approaches are possible, called for and even likely. The very openness, connectivity and vulnerability which are the products of contemporary trans-national links and globalization make it necessary for governments to join others to solve problems they can no longer solve alone. This applies to many of the problems which plague the modern world: terrorism, international crime or non-proliferation, let alone the management of the economic and social interaction between countries which has become the prerequisite for prosperity.
