this group used a multi-stage approach. The first stage was proportional sampling. The population was then divided into strata in which the members in each stratum shared similar characteristics (21). Then, the sample size was made of the proper proportion of each stratum. After that, the simple random sampling method was applied. The sampling method for the second group used a purposive sampling. Twelve key informants, who work as the head of family practice departments, were purposively selected for the in-depth interview.
